Bo Peterson was recently quoted in The San Diego Union-Tribune on Mayor Todd Gloria's housing incentives package in San Diego, known as Complete Communities Housing Solutions. The incentives package is facing controversy as it proposes to loosen rules to attract developers further. The program allows developers to build structures up to four times larger than the property's zoning typically allows, leading to a surge in approved apartments.
“While the program’s steep affordability requirements generated a lukewarm initial response, developers have subsequently found countless properties where the dramatic increase in floor area ratio has presented attractive returns,” Bo Peterson said in a post on the Allen Matkins website.
Peterson said in his post that another appeal is the streamlining of approvals — including no environmental review.
The proposed changes to the program are set for a second City Council vote, with some critics urging caution and more analysis before making amendments.
