Benjamin is an associate in the San Diego office and a member of the Land Use, Environmental, and Natural Resources Group. He counsels investors and developers as they pursue and entitle development projects, helping clients navigate federal, state, and local environmental and land use laws, including the California Environmental Quality Act (CEQA), Planning and Zoning Law, and Subdivision Map Act.
He has successfully guided clients through the CEQA environmental review process and exemptions to such for a wide array of projects, including residential, mixed-use, and industrial developments, securing entitlements, and defending them through litigation if necessary. Benjamin has extensive experience with the complex zoning and regulatory issues facing California housing developers in particular, including the State Density Bonus Law, Housing Affordability Act, Senate Bills 6 and 330, and Assembly Bills 2011 and 2097. He also helps clients strategize in anticipation of new zoning requirements and incentives coming down the pipeline.
Prior to practicing in private law, Benjamin served as a judicial clerk for The Honorable Michael E. Keasler at the Texas Court of Criminal Appeals in Austin, Texas.
