Tim is a litigation partner in the Los Angeles office and regularly represents clients in disputes involving general commercial litigation, receiverships and creditors' rights, lender and financial services matters, and environmental claims brought under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). His broad practice also includes advising clients in disputes involving complex financial transactions, secured credit transactions, voidable transfers, and lender liability.
Tim has extensive experience as a creditors’ rights attorney and trial lawyer in both federal and state courts in California. Prior to becoming a lawyer, Tim worked as an accountant in the areas of financial audit, regulatory compliance, and reporting. His unique experience and perspective allow him to thoroughly analyze complex legal issues and financial transactions and deliver practical guidance to his clients, setting them up for success in litigation.
Tim’s many accomplishments as an attorney include successfully crafting and arguing multiple novel issues involving environmental and creditors' rights law on appeal and serving as part of various legal teams assisting receiver clients with their investigation and recovery of hundreds of millions of dollars for victims of fraud. He has also represented receivers in successfully recovering hundreds of disgorgement claims arising from profits paid out of Ponzi schemes. Additionally, Tim successfully crafted legal arguments on disputed issues of law that were upheld on appeal in the 9th Circuit, resulting in a favorable judgment for his client.

He also has experience representing lenders in financial transactions, including secured credit transactions.
Prior to becoming a lawyer, Tim was a senior financial statement auditor with PricewaterhouseCoopers, LLP, and was an assistant fund controller at the Capital Group Companies. He began his legal career as a Judicial Extern for Magistrate Judge Oswald Parada in the United States District Court, Central District of California, where he reviewed and analyzed statutes, regulations, and case law addressing substantive and procedural issues arising in civil rights, habeas corpus, and Social Security Administration benefits appeals matters.
Tim is actively involved in the Chinese-American financial community as a member of the Chinese American CPA Association, and he is the current Chair of the Executive Committee for the Remedies section of the Los Angeles County Bar Association.
Tim was an integral part of a trial team that obtained a full award in arbitration involving a matter of first impression over a client’s rights to terminate a purchase of commercial property and recover a non-refundable deposit based on COVID-19 disruptions. Tim was also a core member of a team of Allen Matkins trial attorneys that successfully defended an electronic device manufacturer client facing a lawsuit of nearly $200 million, earning it a spot on the Daily Journal's "Top Defense Verdicts" in 2019. Allen Matkins successfully defended the client and overwhelmingly prevailed after a two-week jury trial, ending a highly contentious four-year legal battle.
