San Diego Partners Heather Riley and Timothy Hutter were named 2024 Leaders of Influence in Law by the San Diego Business Journal, which recognizes outstanding leaders in the legal profession.

Tim focuses primarily on business and real estate disputes, including contract, joint venture, entitlement, land use, construction, and landlord/tenant litigation. He is a leading authority on residential and mixed-use projects that invoke California's density bonus law to incorporate and develop affordable housing. Tim works with landowners and developers as they seek approvals from local jurisdictions and litigates to protect their rights under state and local laws. Tim is very active in the real estate community. He is serving as the 2024 President of Lambda Alpha’s San Diego Chapter and has been the Chair of the City of San Diego’s Historical Resources Board since 2022.  He is active with the Urban Land Institute and the Building Industry Association of San Diego County.

Heather has worked on some of San Diego’s most significant land use projects. Her work has helped shape the community her family calls home and has increased housing production across the region. She is at the forefront of the housing crisis dialogue, working with the Building Industry Association of San Diego and the City of San Diego to develop practical and defensible solutions. Her efforts resulted in a published appellate decision that codified density bonus law and has been cited by regulators and applicants alike in their ongoing push to speed up market-rate and affordable housing production. Heather also works with commercial and industrial developers throughout Southern California to entitle projects and create new uses for older facilities. Lately, she has been handling a number of historic property issues, and as a result, she is helping to update the City of San Diego’s historic procedures.
